(CNN) - President Donald Trump says California Gov. Gavin Newsom, a possible 2028 presidential candidate, will never win the White House because he’s dyslexic.

The Republican Trump said Monday that Newsom, his Democratic rival, should be disqualified from being president because he has dyslexia. It has been reported that the governor may make a White House run in 2028.

“That’s how crazy it’s gotten with a low-IQ person ‘cause Gavin Newscum has admitted that he has learning disabilities,” said Trump, using a nickname he’s coined to refer to Newsom. “Honestly, I’m all for people with learning disabilities but not for my president. I think the president should not have learning disabilities, OK? And I know it’s highly controversial to say such a horrible thing.”

Newsom has been open about his struggle with dyslexia, which is a learning disability that disrupts how your brain processes written language. It affects roughly 1 in 14 people globally and does not impact how smart you are, according to the Cleveland Clinic.

Nevertheless, Trump said of Newsom, “Everything about him is dumb.”

This is at least the fourth time the president has made similar comments in less than a week, CNN reports.

Following Trump’s most recent comments, Newsom wrote in a social media post, “To every kid with a learning disability: don’t let anyone – not even the President of the United States – bully you. Dyslexia isn’t a weakness. It’s your strength.”

Trump and Newsom have fought repeatedly over the years on a variety of issues, including the president’s decision to deploy the National Guard to Los Angeles.
