The East Baton Rouge Parish Sheriff's Office said Sargent Pitcher accepted more than $52,000 for a job started back in September.
Court documents show Pitcher took the last payment and never returned to the job.
Detectives later found out that Pitcher's contractor license expired in 2011 and that he was not licensed to do any work.
He is being held on a $5,000 bond.
