NEW ORLEANS, LA (WAFB) - Police have released the name of the man who died in an early morning shooting on Bourbon Street in New Orleans and it has been learned he lived in Baton Rouge.

The New Orleans Police Department identified the victim as Demontris Toliver, 25, of Baton Rouge. Officials said he was raised in New Orleans. Friends of the victim say he worked at a tattoo parlor.

Police said Toliver was an innocent bystander, along with the other nine people who were shot and survived.

New Orleans Mayor Mitch Landrieu said Toliver graduated from the New Orleans Center for Creative Arts and had a promising future.

A 24-year-old man from Baton Rouge and a 37-year-old man from Zachary were two of the surviving victims. Their names were not released.

"To say the least, this is an unconscionable act that is unacceptable," Landrieu said. "It continues to put an exclamation point on the death and destruction that gun violence has played on the streets of New Orleans. And I have said many, many times ... it's almost impossible to understand."

NOPD reported the shooting started in the 100 block of Bourbon Street around 1:30 a.m. Investigators said two men got into an argument and started firing shots.

Detectives have only uncovered part of the motive.

"This shooting appears to have stemmed from an argument between two males who are not from New Orleans, who actually met each other in the 100 block of Bourbon Street," New Orleans Police Supt. Michael Harrison said. "We believe they ran into each other in the street and an argument ensued at that time. That stemmed from an argument that they had already had from another place."

Police said those two men fled the scene. Officers are on the lookout for two young African Americans.

Of those 10 victims, five have been released from the hospital, four are still getting care and are expected to survive.

KLFY-TV in Lafayette reported two of the surviving victims are from the Acadiana area. Families said Brittany Ben, 20, was shot three times in the chest area and twice in her arm. She has since been released from a hospital. According to the report, Deion Ben, 21, was also shot and remains in the hospital.

Police reported the other victims are:

Two 22-year-old men from New Orleans
A 21-year-old man from Mississippi
A 22-year-old man from Eunice
A 25-year-old woman from Lafayette
