Man arrested near school with AR-15 'slung across his chest'

BATON ROUGE, LA (WAFB) -

A 25-year-old man was arrested for allegedly walking near an elementary school with an AR-15 rifle.  

According to the probable cause report submitted by the Baton Rouge Police Department, multiple people called 911 after seeing a man walking around with the weapon "slug across his chest."  

Investigators found the man, Carl Willis, walking on S. 17th Street, which is near his home address. When questioned, he was uncooperative with officers and allegedly told them that he has "his rights."  

Although it is legal to carry a firearm in public in Louisiana, it is illegal to have a gun on or within a certain distance of school property. Willis was allegedly seen walking near the Dufroc School on S. 19th St.  

"During the route [Willis] had at least two unobstructed and clear views of the Dufroc School," the officer noted in the report.  

The officer noted that the gun was loaded with a magazine and a round chambered.  

Willis was arrested and charged with carrying firearm on school property. He was booked into the East Baton Rouge Parish Prison. 

According to court records from the 19th JDC, Willis has a prior arrest on his record for misdemeanor theft, to which he pleaded guilty.
