CENTERTON, AR (KFSM/CBS) - A dog that neighbors said had fireworks strapped to its body was found wandering with open wounds Tuesday.

Animal worker D.J. Ritchie said Moxy, an 8-year-old rat terrier that weighs 14 pounds, is possibly a runaway.

Animal control workers did not find fireworks when they arrived.

Its owner could face a $1,000 fine and a year in jail for animal cruelty, according to police.

"People that let dogs get into this condition, I just don't have no words," Ritchie said. "God gave them to us to take care of. I mean, you know, dog is God spelled backwards, and there's a reason for that. if you can't take care of them, don't get them."

Ritchie said the dog doesn't have any broken bones, but she still is having trouble walking.
