The Islamic State militant group released a video Tuesday that it claimed shows the beheading of American journalist Steven Sotloff.
A bill to add vehicular homicide as a "crime of violence" in Louisiana was the subject of a protest on the Capitol steps.
The statute was the subject of anger from the Gaines family, who lost three generations of family members when a convicted drunk driver--Brett Gerald, crashed into their van in 2012.
The proposed bill says the offender's blood alcohol must be .20 percent of blood alcohol to be considered a crime of violence.
Gerald's B-A-C was point-one-five after his crash in Slaughter.
