PORT ALLEN, LA (WAFB) -

A Port Allen mayoral candidate was arrested on the felony charge of cruelty to animals.

According to the probable cause report, an employee of the West Baton Rouge Parish Animal Control reported horses were being confined on a small section of land on Lafiton Lane, near the radio tower. That land is owned by 64-year-old Larry W. Bell.

The Animal Control employee reported to the West Baton Rouge Parish Sheriff's Office that one of the horses were severely malnourished and proper food, drink and shelter were not provided to the horses.

Larry Bell is one of five candidates vying for the Mayor of Port Allen seat.

Bell was arrested on March 5, 2014.
