PHOENIX (CBS5) -

The Arizona House on Wednesday approved a bill that would ban teen drivers from using cell phones on the road the first six months they hold their license, except for emergency situations.

House Bill 2359 by Rep. Karen Fann of Prescott also applies to drivers who only have a learner's permit.

The proposal bans all use of electronic communications devices, including texting.

The bill passed on a 41-17 vote Wednesday and now goes to the Senate for action.

"Our hope is that the momentum behind this lifesaving measure will carry over into the Senate," said Linda Gorman, director of communications and public affairs for AAA Arizona.

Besides AAA Arizona, the bill is backed by a variety of safety advocates, including Phoenix Children's Hospital and the Emergency Nurses Association.
