Committee OKs increased spending for state agencies

An Alabama House committee approved the state's budget for all non-education agencies Wednesday.

The plan includes level funding for most agencies, and increases overall spending by $1.7 million over what Gov. Robert Bentley proposed last month.

Overall, the budget lays out $1.823 billion for the General Fund Budget.

Alabama's Medicaid Agency which is the budget's single biggest expense remained unchanged from the Governor's recommendation, at $685 million for fiscal year 2015.

The budget could face an uncertain future at best. The non-partisan Legislative Fiscal Office projected a shortfall of approximately $84 million for the next fiscal year. By increasing spending 2%, the legislature could be putting into play proration, mandatory midyear spending cuts that could be ordered by the governor.

The General Fund Budget is also propped up by one time funds of approximately $140 million that voters approved in a statewide ballot initiative in 2012.
