ATLANTA (CBS ATLANTA) -

Atlanta City Council members approved a benefits plan for neighborhoods near the new stadium Monday.

Even though council members unanimously approved a community improvement plan, it does not have the support of everyone in those communities.

"I do not agree with the way this legislation that you have before you got here," said Mable Thomas.

Several people who live and represent those in the English Avenue, Vine City and Castleberry Hill neighborhoods spoke out against the proposed plan for community development surrounding the new Falcon's stadium.

Last week a committee comprised of city leaders and community members were split on the community benefits plan Councilman Michael Julian Bond presented to a council committee that was passed onto the full council for vote.

"Whatever it is, it is not what we had hoped for. The process is flawed. It was flawed from the very beginning. We are very disappointed, most of the community," said Yvonne Jones.

The community benefits plan with new amendments will provide community job training, affordable housing, environmental mitigations, special event enforcement programs, historic preservation, health and wellness programs and economic development - things Jones said she and her neighbors have been asking for.

"We just need to be worked with," said Jones.
