Shall the Central Community School Board, acting as the governing authority of the Central Community School System (the "District"), incur debt and issue bonds not exceeding $13,100,000, in one or more series, to run not exceeding 20 years from date thereof, with interest at a rate not exceeding 7% per annum, for the purpose of (1) improving facilities at Central High, including construction of a Ninth Grade Academy Building, parking lot repairs and lighting of ball fields, (2) District-Wide technology improvements and (3) demolition, asbestos abatement and parking upgrade at old Central Middle School, title to which shall be in the public; which bonds will be general obligations of the District and will be payable from ad valorem taxes to be levied and collected in the manner provided by Article VI, Section 33 of the Constitution of the State of Louisiana of 1974 and statutory authority supplemental thereto, with no estimated increase in the millage rate to be levied in the first year of issue above the 23.65 mills currently being levied to pay General Obligation Bonds of the District?

Shall the Sherwood Forest Crime Prevention and Neighborhood Improvement District (the "District"), be authorized to request the levy and collection of a parcel fee on each improved and unimproved parcel within the District for a period of ten years, beginning in 2014 and ending in 2023, in the amount of Seventy-five Dollars ($75) for the first five years which may be increased by an additional $100 after 2018 all as provided in Act 116 of the 2013 Regular Legislative Session enacting La. R.S. 33:9097.19, with the proceeds of said parcel fee (after deducting the reasonable and necessary costs of collecting said fee) to be used to aid in crime prevention and to add to the security of District residents by providing for an increase in the presence of law enforcement personnel in the District and to serve the needs of the residents of the District by funding beautification and improvements for the overall betterment of the District (an estimated $228,150 is reasonably expected to be collected from the initial levy)?

Shall the Park Forest Crime Prevention and Improvement District (the "District"), acting through the Board of Commissioners and the East Baton Rouge Parish Metropolitan Council, be authorized to levy and collect an annual fee on each improved parcel of land within the boundaries of the District in the amount of seventy-five Dollars ($75.00), which fee shall be levied for a period of ten (10) years, commencing on January 1, 2014 (estimated $98,925.00 at the time to be collected from the levy for the entire year) and which fee shall be collected by any means authorized by law for the collection of taxes, as provided in La. R.S. 33:9097.14, with the proceeds of said fee (after deducting costs of collecting said fee) to be used to aid in crime prevention and enhance security of District residents by providing an increase of law enforcement personnel or contracted security personnel in the District and creation of a crime free housing program and other purposes permitted by applicable law?

Shall the St. Mary Parish Water and Sewer Commission No. 4, State of Louisiana (the "Commission"), incur debt and issue bonds to the amount of not exceeding $3,000,000, in one or more series, to mature on or before March 1, 2028, with interest at a rate not exceeding 8% per annum, for the purpose of paying the cost of constructing, equipping and acquiring extensions and improvements to the waterworks plant and system and sewer and sewerage treatment and disposal facilities of the Commission, and acquiring the necessary equipment and furnishings therefor, title to which shall be in the public, which bonds will be general obligations of the Commission and will be payable from ad valorem taxes to be levied and collected in the manner provided by Article VI, Section 33 of the Constitution of the State of Louisiana of 1974 and statutory authority supplemental thereto, with no estimated increase in the millage rate to be levied in the first year of issue above the 11.04 mills currently being levied to pay General Obligation Bonds of the Commission?
