UPDATE: The day after KSLA News 12 shared Dwayne Hines' story, an agreement was reached between the neighbors. According to Hines, a pest control company sprayed both yards for fleas on Tuesday.

A Keithville man is struggling with a pesky problem that is causing he and his family discomfort.

Dwayne Hines has happily lived in his house on Springridge Texas State Line Road in Keithville for 18 years. He is cancer survivor and still has health issues, but now he is facing a problem he says he can't see. "I feel like I'm not going to be able to make it like this."

He says fleas and ants are invading his property, and they're even in his home. " This is very uncomfortable. I can't sleep at night. I feel like something's crawling on me," said Hines.

He says his neighbor's 10 dogs are to blame for the fleas. He has tried to reason with him but nothing has changed. So Hines called Caddo Parish Animal Control for help. " I would like for the Animal Control to do their part like coming out and making sure that these fleas, that this man, the owner takes care of this flea problem and the dogs."

Animal Control did come take a look at the dogs, but Director Everett Harris says that Animal Control can't do anything about fleas. He said all they can do is educate the dog owner on ways to keep the fleas away.

The neighbor rents the house, so KSLA called the property owner, who said the tenant is responsible for any issues the dogs may cause. Either way, Hines wants something to be done. "I need some action to be taken on this particular problem immediately."

For now, Hines is forced to treat his yard for the fleas just hoping they will go away.

KSLA spoke with Caddo Parish Commissioner Jim Smith, who oversees Keithville, and Smith told us he is actively working on ways to help Hines get rid of the fleas.
