TOLEDO, OH (Toledo News Now) -

Toledo Police say they have made two arrests in a deadly shooting at a west Toledo apartment complex earlier this week, but two suspects are still on the run.

On Monday, Nathaniel Phillips, 21, was found dead in the parking lot of the Twin Oaks apartment complex near Reynolds Road. Michael Kohlhofer Jr., 19, was shot in the leg.

According to police, just after midnight, four suspects knocked on the door of the apartment, were let inside, and after robbing Phillips, shot him several times.

"A lot has been going through my mind, actually too much. I'm getting struck with many emotions right now: anger, frustration, sadness," said Dominic Phillips, the victim's brother.

On Tuesday night, Cody Alan Ramsay, 17, was arrested for two counts of aggravated robbery and one count of murder. One other person was also arrested Tuesday for aggravated robbery in connection to this investigation.

Ramsay appeared Wednesday morning before Juvenile Judge Connie Zemmelman. She set a hearing for May 14.

Police are still looking for two suspects whom they believe are involved in the case. Levi Jackson, 17, is wanted for murder and two counts of aggravated robbery. Police are also looking for an unknown suspect, described as a black male with dark skin between the ages of 20 and 25, with a large nose and a possible nickname of "Snout."

"Levi Jackson, he's out there right now. He's probably watching this ducked off, but they will find him. They will get him, and make sure he gets what he deserves also," said Dominic Phillips.
