Neighbors found the infant Tuesday, after hearing a sound coming from their trash can.
Police said a woman practicing as a midwife without a license was charged with a murder of an unborn child after a home birth baby was stillborn in her care.
Asheville police said 44-year-old Tina Bailey told people she was a midwife and practiced when she was not licensed. Police said midwives are required by law to be licensed in North Carolina.
Police said during a home birth in July 2012, a child was stillborn under her care. The death was reported to the State Medical Board in February, police said.
Police and the Buncombe County District Attorney's office investigated the death and charged her on Wednesday.
Bailey was also charged with obstruction of justice and obtaining property by false pretense.
She is being held in jail on a $150,000 bond.
