Authorities: Man sits on girl then fondles her in front of family

Investigators have arrested a 67-year-old man who is accused of sitting on a 13-year-old girl and fondling her in front of her family at Folly Beach on Saturday.

Authorities charged Fred Alexander Rogers with criminal sexual conduct with a minor.

Officials with the Folly Beach Public Safety Department say they responded to the area of 1 Center St. in reference to a suspicious person on the beach.

The victim's family told officers that Rogers approached them uninvited and sat down on the girl's legs, trapping her to the ground. The victim and multiple witnesses said that Rogers rubbed and touched the victim on her upper legs and pelvis area over her bathing suit.

The victim said that when she tried to get up, the suspect was forcing her down and not allowing her to get up.

An incident report states that the grandmother had to physically pull the victim away from the suspect. The family said they then went into the ocean after telling the suspect to stop and leave.

Investigators say the family was in the water for 20 minutes because the suspect would not leave. The family said that the entire time they were in the water, the suspect was staring at them and making them feel unsafe.

According to investigators, when a lifeguard approached the suspect and told him to leave, Rogers started yelling offensive language. Authorities say when the suspect turned to the family, he said he would return and do as he pleased with them.

Multiple witnesses said Rogers was engaging in a loud, offensive and unruly manner. Authorities say a public safety officer responded to a report of a disturbance and escorted Rogers off the beach. 

Folly Beach Public Safety officials say Rogers drove away from the beach before investigators got on scene. Investigators then interviewed the victim and witnesses. An arrest affidavit was then drafted and Rogers was taken into custody. His bond was set at $30,000.

A county parks employee told investigators that he had received multiple complaints about Rogers approaching, talking and making people feel uncomfortable. A report states that Rogers was initially bothering another group of females and tried to get close.

Authorities say the group ignored him and he eventually moved to the victim's family.
