7 face charges in asphalt paving scam

LIVINGSTON PARISH, LA (WAFB) -

Investigators in Louisiana and Texas have arrested seven people they say were involved in an asphalt paving scam that duped numerous people out of thousands of dollars.

The Livingston Parish Sheriff's Office reported the following arrests:

  • Billy Densmore II, 37, of Prairieville, LA
  • Derrick Johnson, 39, of Dallas, TX
  • Jose Ramirez, 50, of McAllen, TX
  • Alvin Edwards, 39, of Houma, LA
  • Amelia Densmore, 36, of Prairieville, LA
  • Dakota Densmore, 17, of Prairieville, LA
  • Unidentified juvenile

All of the suspects were booked into the Livingston Parish Detention Center.

Deputies said one or more members of the asphalt crew would approach a home or business owner and offer to do driveway or parking lot repair. Detectives said in most cases the unsuspecting victim was told leftover materials from another job were available at a discount.

One of the victims, Kevin Jeane, said after doing a little research on the price he was quoted, he had a feeling he was being scammed, but he went ahead and let them finish the work anyway. He said when he tried to get them to stop, they kept pressuring him to let them finish the job.

"He put one grate over with this bulldozer and started pouring the stuff. Three or four weeks later, it started falling apart," Jeane said.

The long driveway to his house has turned into gravel road because it was never sealed. Jeane is out $7,600.

The LPSO pointed out in one particular case an 85-year-old man was told it would cost $90 "to spread material in his driveway." However, the man later noticed his driveway was actually being "ripped up." Also, he told deputies the price skyrocketed to $5,000. According to authorities, the elderly man felt intimidated by the crew and paid the men a "discounted price" of $2,800. He was still left with a partially damaged driveway.

Detectives said they seized several pieces of heavy equipment used in the scam and $400,000 in cash. The LPSO said authorities in Texas caught up to Billy Densmore II and they found the money on him when he was arrested.

Billy Densmore II was arrested on the following charges:

  • Racketeering
  • Money laundering, transaction involving proceeds of criminal activity
  • Felony theft (2 counts)
  • Prohibited activities (drug racketeering)
  • Outstanding warrants from other agencies (2)

He was released from the LPDC, but then taken to the Ascension Parish Jail for outstanding charges there.

Derrick Johnson was booked on the following charges:

  • Racketeering
  • Money laundering, transaction involving proceeds of criminal activity (2 counts)
  • Felony Theft (6 counts)
  • Fraud in connection with sales or pledges of Promissory Note

His bond was set at $275,000. As of Friday morning, he was still in jail.

Jose Ramirez faces the following counts:

  • Racketeering
  • Felony Theft (8 counts)

His bond was set at $245,000. He was still locked up as of Friday morning.

Alvin Edwards is charged with:

  • Racketeering
  • Felony theft (5 counts)
  • Fraud in connection with sales or pledges of Promissory Note

His bond was set at $240,000. He remained behind bars as of Friday morning.

Amelia Densmore was booked on a charge of racketeering. She was released after posting bond. Authorities did not indicate the amount of the bond.

Dakota Densmore was arrested on the following:

  • Racketeering
  • Felony contractors, misapplication of payments prohibited
  • Felony theft (2 counts)

He also posted bond and was let out of jail. The amount of the bond is unknown.

The unidentified teenager was arrested on "related charges" and has been released.

Authorities in Louisiana and Texas are still investigating the case.

They added more charges are possible.
