I-Team: Contractor Investigation UPDATE

Months after an I-Team investigation, the head of a state agency says a local contractor is back to his old antics. Over the summer, state officials thought local contractor Kris Clark had followed their orders and stopped doing business in the capital area. Now, they say evidence shows he's working without a proper license.

You may remember an I-Team investigation last September which focused on an unfinished fire house at Choctaw and Acadian. Records show that Quadrants Incorporated walked away from the job. At the time, the company was registered to Clark's father William, but investigators say they have evidence that Kris Clark was actually running Quadrants. The company eventually surrendered its license.

"Particularly this individual, fraudulent," said Michael McDuff with the Louisiana State Licensing Board for Contractors (LSLBC).

Investigators also say they later discovered that Kris Clark, his father William and wife Donna all of whom they say are now unlicensed to do business in Louisiana,  bought a second company, called Bauer Construction. It's something that greatly concerns McDuff, the executive director of the LSLBC.

On Friday, the state licensing board put up several cease and desist signs around a home in Ascension Parish that is under construction by Bauer. The LSLBC says on Monday, the signs were ripped off.

"Should not be in the business, has no right to be doing the work and we issue a cease and desist order and they ignore that, that is offending to the contractor licensing law, and the people that enforce this law" McDuff says.

The I-Team spoke with Donna Clark Monday afternoon and she did not want to speak on camera. She says Bauer Construction has stopped work on the home. She thought the company was in compliance, and she says she's not aware of who took down the signs over the weekend.
