ST. TAMMANY PARISH, LA (WAFB) -

The Department of Environmental Quality has issued a compliance order and notice of potential penalty to Temple-Inland. That's the company that has taken responsibility for the toxic leak that caused a massive fish kill on the Pearl River.

The order outlines several violations which could lead to fines for the paper mill.

DEQ's investigation is ongoing, but so far it confirms that Temple-Inland did not report the malfunction that led to the discharge in a timely manner.
