Blanco, Kuwait Sign Understanding for Oil Refinery

Governor Kathleen Blanco is one step closer to luring in an oil refinery to Louisiana.

After an evening of successful talks, Blanco and the Minister of Energy of the State of Kuwait, H.E. Shaikh Ali Jarrah Al-Sabah, signed a Memorandum of Understanding Sunday to explore building the refinery in Louisiana.

The Kuwait Petroleum Corporation and the state will have two teams to research the steps, approvals and incentives required for the project. The memorandum says that the teams will discuss a permanent location for the refinery, environmental procedures, construction and state tax issues.

If the project is given the green light, it would be the first oil refinery built in the United States in the past thirty years.

The memorandum is not a legal obligation and talks between Louisiana and Kuwait can end without penalty if it is terminated. Blanco and AL-Sabah agreed to meet as necessary on the project.

During her visit to Kuwait, Blanco met with five of the six Kuwaiti governors and the Prime Minister.

A 2 p.m. news conference call is scheduled with Blanco Sunday. WAFB 9News will have more on the news conference on 9News at 5:30 p.m.
