Alleged peeping tom does not have to register as a sex offender

BRUSLY, LA (WAFB) - Police say an accused peeping tom caught on camera with is pants down, will not have to register as a sex offender when he gets out of jail. That does not sit well with many people in the small town of Brusly.

22-year-old Charles Kazmir faces several charges, but none of them classify him as a sex offender. Police say if Kazmir commits a similar crime, that could change.

A man who police believe is Kazmir was caught on camera wearing only a t-shirt and socks, outside of the bedroom window of a 16-year-old girl.

"My initial reaction is it turned my stomach," said Brusly Mayor Joey Norman. Norman says many of the people he serves are outraged by Kazmir's alleged actions.

Even more disturbing to Norman, is a label that at this point Kazmir will not have to use. "If there ever was a guy who should register as a sex offender, this is one," said Norman. "I mean come on."

Police say they caught Kazmir in action on camera, after a Brusly family complained about bricks being moved in front of their teenager daughter's bedroom and bathroom windows. Police believe Kazmir used those bricks to get a better look inside.

"He was stripping down totally getting nude in the photos and touching himself," said Brusly Police Chief Jamie Whaley.

West Baton Rouge Assistant District Attorney Tony Clayton says he plans to review all of Kazmir's charges, to see if there's a way to upgrade them. "You don't do that with juveniles," said Clayton. "He should go to jail and he should register as a sex offender when he gets out of jail."

Mayor Norman says when Kazmir does get out of jail, he should work towards getting out of town.  "There's a certain amount of anger," said Norman. "This person violated this family. He violated the whole town is the way we look at it."

Kazmir is currently charged with seven counts of criminal trespassing, obscenity, voyeurism, peeping tom, and criminal mischief. He is in the West Baton Rouge jail on a $75,000 bond.
