BATON ROUGE, LA (WAFB) - Police had made an arrest in connection with a double murder hours before the suspected triggerman was charged in the case.

A week ago, Dustin and Beth Duncan were found shot to death in the 3400 block of Canonicus Street. Their suspected murderer slipped through the system and is on the run.

Police admit that Dustin and Beth Duncan should not have been in that neighborhood at that time of night, but the killings have sparked a major investigation, resulting in one person being arrested and another wanted for the crime.

Cedric Kelly, 27, has been arrested and charged with two counts of principal to first-degree murder. Police say he's the man who ordered the hit on the Duncans. "But he was down there and Cedric Kelly had found out that Dustin was a witness on a previous drug case that was pending against him," said L'Jean McNeally with Baton Rouge police. "And that's when he had this guy, Charles Young, and paid him some money to have Dustin killed."

Charles Young had been arrested and booked on stolen car and crack cocaine charges. He came through his initial court appearance and a $35,000 bond was set. Young was bailed out by none other than Cedrick Kelly, his alleged partner in crime. "And from there, we got some additional information that confirmed that yeah, that he is the suspect and we had the warrant signed and by the time we got the warrant signed, he had already bonded out of the jail," said McNeally.

Young is considered armed and dangerous. He's believed to still be in the area. If you have any information on Charles Young, you're asked to contact Crime Stoppers at 344-7867.
